If you are a company or firm deducting TDS every month, choose TDS software on one question above all others: has it fully moved to the Income-tax Act, 2025, with the new forms, section references and quarterly statement formats, while still handling corrections for periods under the old Act? Desktop tools such as Zen TDS from KDK, Winman TDS, Saral TDS and SAG Infotech's Gen TDS suit CA firms and in-house tax teams filing many statements for many deductors. Cloud tools suit businesses that want TDS tied to their accounting or payroll data. Very small deductors with a handful of payments a quarter may manage with their CA's software. Everyone else should budget for dedicated software, because quarterly statements, challan matching and corrections are where errors become notices.
Executive summary
- The law changed on 1 April 2026. The Income Tax Department's TDS guidance explains that if the earlier event (payment or credit) occurs on or after 1 April 2026, the Income-tax Act, 2025 applies, with TDS provisions consolidated in Section 393 and TCS in Section 394 (Income Tax Department).
- Form numbers changed. Form No. 138 is the quarterly statement "earlier known as Form 24Q" for salary, pension or interest TDS (Form 138 user manual). Form No. 141 can be used for the transactions previously reported in Forms 26QB, 26QC, 26QD and 26QE.
- Quarterly due dates are unchanged in substance: 31 July, 31 October, 31 January and 31 May for the four quarters, as listed in the Form 138 user manual.
- Late deposit is expensive. The Department's guidance states interest of "1.5% per month from the date of deduction to the date of actual payment" when TDS is deposited late, and notes a 30% disallowance of the relevant expense under Section 35(b) of the 2025 Act in cases of non-compliance.
- Most specialist TDS vendors do not publish prices online. KDK's and Winman's websites list products and trials but no prices. SAG Infotech lists its Genius suite at "INR 15,000*" (SAG Infotech).
Market context
TDS compliance in India has three layers: deduct correctly, deposit on time, and report accurately in quarterly statements that feed each deductee's tax credit. Software exists because each layer has deadlines and each error flows downstream to someone else's tax return.
The 2026 transition. The Income Tax Department's TDS compliance page explains how the new law applies: "if the earlier event occurs on or after 1st April, 2026, the provisions of the Income Tax Act, 2025 shall be applicable." TDS provisions now sit in Section 393 and TCS provisions in Section 394. The page also notes that the TRACES portal will support both old- and new-format returns during the transition (Income Tax Department).
For deductors, this creates a dual-regime period:
- Statements for periods up to March 2026 follow the old forms and sections. Corrections to those statements may continue for years.
- Statements for payments from April 2026 follow the new forms. The Form 138 user manual describes Form 138 as "earlier known as Form 24Q", filed quarterly by employers and specified banks for TDS on salary, pension or interest (Form 138 user manual).
- One-off transaction forms have been consolidated. The Department states that "Form No. 141 can be used for any of the above four type of transactions", replacing the separate challan-cum-statement forms for property purchase, rent by individuals, payments to contractors and professionals by individuals, and virtual digital assets.
Software that has not implemented both regimes cleanly will force manual workarounds. Ask every vendor to demonstrate a new-Act statement and an old-Act correction in the same session.
Deadlines. The Form 138 user manual lists quarterly due dates of 31 July (April–June), 31 October (July–September), 31 January (October–December) and 31 May of the following financial year (January–March).
Cost of errors. The Department's TDS page lists consequences of non-compliance, including treatment as an "assessee in default", interest of 1.5% per month on late deposit from the date of deduction, and disallowance of 30% of the sum payable under Section 35(b) of the Income-tax Act, 2025.
TRACES. The TDS Reconciliation Analysis and Correction Enabling System (TRACES) is the portal deductors use for statement processing, defaults, corrections and certificates. Good TDS software reduces how often you need to work around TRACES by validating data before filing.
We did not find a government figure for the number of TDS deductors we could verify for this article, so we do not quote one.
Evaluation framework
The weights below are App Advisor's methodology for businesses and CA firms choosing TDS software in 2026. They are editorial, and the transition criterion is deliberately weighted high this year.
| Criterion | Weight | What to check |
|---|---|---|
| Income-tax Act, 2025 readiness | 25% | New forms (138 and related), new section codes, old-Act corrections alongside |
| Validation before filing | 15% | PAN checks, challan matching, section and rate validation, lower-deduction certificates |
| Correction and default handling | 15% | Import of TRACES default files, guided corrections, revised statements |
| Multi-deductor capacity | 10% | Number of TANs, bulk operations, staff permissions |
| Data import | 10% | Import from Tally, Excel, payroll and ERP |
| Certificates | 5% | Bulk Form 16/16A-equivalent generation and distribution |
| Deployment model | 5% | Desktop, cloud, hybrid; backups |
| Price transparency | 5% | Published prices or clear per-TAN or per-return quotes |
| Support at deadlines | 10% | Capacity in the last week of July, October, January and May |
Vendor comparison
Prices are from official vendor pages accessed in September 2026. Most specialist TDS vendors in India sell through quotes and partners.
| Product | Vendor | Deployment | Published price | What the vendor page states | Source |
|---|---|---|---|---|---|
| Zen TDS (Desktop) | KDK Software | Desktop | Not published on the page we could access | Listed as "Desktop Return Filing Software"; KDK also lists Express TDS (cloud TDS) and Express Reco (26AS reconciliation) | KDK |
| Winman TDS | Winman Software | Desktop | Not published on the page we could access | Automated challan downloads, instant reporting, data migration | Winman |
| Gen TDS (Genius suite) | SAG Infotech | Desktop | Genius suite "INR 15,000*" | Genius suite for tax return filing; trial version available | SAG Infotech |
| Saral TDS | Relyon | Desktop | Not published on the page we could access | Official site did not load for us; request a quote | Vendor sales |
| Clear TDS | Clear | Cloud | Not captured | Request a demo | Vendor sales |
| TDSMAN | TDSMAN | Desktop / cloud | Not captured | Request a quote | Vendor sales |
| Zoho Books (TDS in accounting) | Zoho | Cloud | From ₹749/month billed annually (Standard) | Accounting plan pricing; confirm TDS return capability for your use case | Zoho Books pricing |
How to read the gaps. "Not published" is normal in this category. Vendors price by number of deductors (TANs), modules and support tier, often through regional partners. Ask for:
- a per-TAN or unlimited-TAN price
- the renewal price for year 2
- whether new-Act forms are included in the current licence or charged as an upgrade
- whether ITR, TDS and other modules are bundled
KDK's Spectrum package (TDS and ITR together) and SAG Infotech's Genius suite are examples of bundles, which suit CA firms. For firm-wide tax software, see our guide to income tax software for CA firms and the audit software for chartered accountants article.
Total cost of ownership
Illustrative model — assumptions stated. This model uses hypothetical time and cost inputs to show how to evaluate TDS software. It is not based on customer data, and no vendor price is implied where none is published.
Assumptions
- A manufacturing company with one TAN
- About 120 deductees a quarter across salary, contractors, professionals and rent
- 4 regular quarterly statements a year, plus an average of 3 correction statements a year
- Internal finance staff cost of ₹600 per hour (assumed)
- Hours per statement: 12 without dedicated software (spreadsheets plus the free utility), 4 with dedicated software (assumed)
- Hours per correction: 6 without, 2 with (assumed)
- Software licence: "L" per year, to be filled in from your quote
| Line | Without dedicated software | With dedicated software |
|---|---|---|
| Quarterly statements | 4 × 12 h = 48 h | 4 × 4 h = 16 h |
| Corrections | 3 × 6 h = 18 h | 3 × 2 h = 6 h |
| Total hours per year | 66 h | 22 h |
| Staff cost at ₹600/h | ₹39,600 | ₹13,200 |
| Licence | ₹0 | L |
| Annual cost | ₹39,600 | ₹13,200 + L |
Break-even. Dedicated software pays for itself on staff time alone if the annual licence L is below ₹26,400 under these assumptions. For reference, SAG Infotech lists its Genius suite at INR 15,000* (SAG Infotech). Check what the asterisk covers before relying on it.
What the model leaves out (and why that favours software): interest at 1.5% a month on late deposits flagged by better tracking, the 30% expense disallowance risk, deductee complaints about missing credits, and CA fees to fix defaults.
Where TDS errors usually start
TDS defaults rarely come from misunderstanding the law. They come from data that was wrong before anyone opened the TDS software. Choose and configure software to catch these problems early.
1. Vendor master data. A contractor's PAN typed wrongly in the accounting system flows into every quarterly statement. Validate PANs when a vendor is created, not when the return is prepared.
2. Section classification. The same vendor can receive payments under different provisions, such as professional fees and rent. If the accounting ledger does not separate them, the TDS statement cannot either. Map expense ledgers to TDS sections once and review the mapping each year, and especially now that sections have changed under the Income-tax Act, 2025.
3. Challan allocation. A single challan may cover deductions for several deductees and months. Allocation mistakes create "short payment" defaults even when the total tax was paid. Good software allocates automatically and flags unallocated balances.
4. Lower-deduction certificates. Certificates have limits and validity periods. Once a vendor's payments cross the certificate limit, the normal rate applies. Software should track cumulative payments against each certificate.
5. Timing. Deducting in one month and depositing in a later month triggers interest at 1.5% a month from the date of deduction, according to the Income Tax Department. Monthly reconciliation of deductions against deposits prevents this.
6. Year-boundary transactions. Around the 1 April 2026 transition, the Department's rule that the earlier of payment or credit determines which Act applies matters. An expense credited in March 2026 and paid in April 2026 follows the old Act. Confirm how your software decides.
Integration with accounting software such as TallyPrime and payroll removes most re-keying, which is where the majority of these errors begin. Browse accounting software if your ledger is the weak link.
Implementation roadmap
Weeks 1–2: Assess the transition
- List every TDS section you deduct under and map each to its Income-tax Act, 2025 equivalent in the software.
- Identify open old-Act defaults and corrections that must stay in the system.
Weeks 2–3: Select and configure
- Shortlist two or three vendors. Require a live demo of a new-Act quarterly statement and an old-Act correction.
- Set up TANs, deductor details, responsible persons and user permissions.
Weeks 3–5: Data flows
- Build imports from payroll and accounting (for example TallyPrime or Zoho Books) so deductee, PAN, amount and section data are not re-keyed.
- Import challans and validate them against deductions.
Weeks 5–6: First filing
- File the next quarterly statement through the new software, with your CA reviewing.
- Generate and distribute certificates.
Ongoing: Monthly discipline
- Reconcile deductions to deposits every month, not every quarter.
- Download and act on default and justification reports from TRACES after each statement is processed.
Risks and compliance checklist
- Correct Act for each payment. Payments or credits on or after 1 April 2026 follow the Income-tax Act, 2025 (Income Tax Department).
- Correct form. Salary, pension and interest TDS statements use Form 138 (earlier Form 24Q) (Form 138 user manual).
- Quarterly due dates diarised: 31 July, 31 October, 31 January, 31 May.
- Monthly deposits on time to avoid 1.5% monthly interest from the date of deduction.
- PAN validation before filing to avoid higher-rate deductions and mismatches.
- Lower or nil deduction certificates recorded with validity dates and limits.
- Old-Act corrections still possible in your software for pre-April 2026 periods.
- Certificates issued to deductees on time.
- Audit trail of changes to deductee data and statements.
- Backups for desktop software, stored off-site.
KPIs to track
| KPI | Target | Why it matters |
|---|---|---|
| Statements filed by due date | 100% | Avoids late-filing consequences |
| Deposits made late in the quarter | Zero | Interest at 1.5% per month |
| Defaults raised per statement after processing | Falling | Measures data quality |
| PAN errors per statement | Zero | Deductee credit mismatches |
| Correction statements filed per year | Falling | Process maturity |
| Hours spent per statement | Falling | Software ROI |
| Deductee queries about missing credit | Falling | Stakeholder impact |
How to choose
- CA firm filing for many deductors? Prioritise multi-TAN capacity, bulk operations and bundles with ITR software. Evaluate KDK, Winman and SAG Infotech (Genius) on demos.
- Single company with payroll and accounting in one system? Start by checking whether your accounting or payroll software's TDS module has implemented the 2025 Act forms. Add specialist software if corrections and defaults are frequent.
- High correction volume or open defaults? Weight correction workflows and TRACES default imports above everything else.
- Very small deductor with a few payments a year? Your CA's software may be the cheapest route. Make sure deposits are still made on time.
- Want cloud access? Ask for cloud TDS products such as KDK's Express TDS or Clear TDS, and confirm data residency and export options.
